Introduction
Kinmen, being an offshore island, has small and short streams. With an average annual rainfall of less than 1,100 mm that is unevenly distributed and small watershed areas, most of the rainfall quickly runs off into the sea, resulting in very scarce usable surface water each year. This makes water resource utilization extremely difficult, and local farmers often suffer from water shortages during the dry season.

To improve the agricultural production environment, increasing the storage capacity for irrigation water is essential. Following the vision of the Ministry of Agriculture's Irrigation Agency to "retain water and irrigate the land," irrigation services are expanded. By recycling and reusing discharge water and creating a suitable water environment, water can be stored in farm ponds for farmers' irrigation use. This initiative aims to provide local farmers with long-term and stable irrigation and water storage facilities, setting a model for water resource recycling and ecolog
