History

※Wulixue Canal: so named because the water comes from "Wulixue River" (today's Jingmei River).

Early settlers started work on the canal in 1724 which was completed in 1735.

  • "Wulixue" is a plains Aborigine word, meaning "beautiful."
  • "Jingmei" comes from "Jianwei", where “Jian” means an irrigation facility. Dapinglin is called "Jiantou" and the section after Shiding River is called "Jianwei."
  • " During the period of Japanese rule, it was renamed "Jingwei." After Retrocession in 1945 it was separated from Shenkeng and named "Jingmei."

1739, Guo Xiliu etablishes "Jinshunxing" company which organizes people to dig a canal near the opening of Qingtan River on the upper reaches of Xindian River. However, due to its proximity to the Atayal Aboriginal area, there was much interference during the construction process and the project took more than 10 years to complete.

1753, Guo Xiliu signs a contract with Wuzhuang in Dapinglin, where Xiao Miaoxing, leader of reclamation work in Wuzhuang and others then establish a new partnership, setting up "Jinhexing" company to take over construction work.

1960, Work on Shikong Canal starts and takes 22 years to complete. At the time, it was called "Qingtanda Canal" or "Shangpida Canal" and the water source was shared between Jinhexing company and Guo Xiliu.

1762, Jinhexing company completes construction of "Dapinglin Irrigation Canal" to Wuzhuang in Dapinglin.

1765, Guo Xiliu falls ill and dies.

1767, Guo Xiliu's son Guo Yuanfen completes construction of a canal the main channel of which passes through the Xindian area, and wooden irrigation facilities built to take water across the Jingmei River. It passes through Jingmei, Gongguan, Daan District, Xinyi District, Songshan etc. and was called "Liugong Canal."

Merger

In 1901, the Governor-General of Taiwan promulgates the "Regulations on Taiwan Public Irrigation Canals", wherein Wulixue Canal, Liugong Canal and Dapinglin Canal were declared "Public Irrigation Canals" subject to official supervision.

1907, Wulixue Canal and Liugong Canal are merged to form the "Liugong Irrigation Cooperative."

1945, Taiwan undergoes Retrocession and is taken over by the Republic of China.

1946, The "Irrigation Cooperative" is reorganized as the "Irrigation Coordination Association."

1956, "Wenshan Irrigation Committee" which manages Dapinglin Canal, is merged with the "Liugong Irrigation Coordination Association." As a result, the three canals with their long historical and geographical relationship since they were first built were brought under the management of a single organization.

Restructuring

1967: Taipei City was upgraded to a directly administered municipality.

1968: The Liugong Irrigation Association, originally under the jurisdiction of Taiwan Province, was transferred to Taipei City.

2020: The association was restructured as the Liugong Management Office under the Irrigation Agency, Council of Agriculture, Executive Yuan.

The first director-general of the Irrigation Agency, Tsai Sheng-fu, received the official seal from Chen Chi-chung, the Minister of the Council of Agriculture (today’s Ministry of Agriculture).

2023, the Ministry of Agriculture is established and the association is re-designated the Liugong Management Office, Irrigation Agency, Ministry of Agriculture.
