The organizational structure of Liugong Management Office, Irrigation Agency from top to bottom includes:

1 Director, 1 Deputy Director, and 1 Chief Engineer. There are also the Management Division, Finance Division, General Affairs Division, Accounting and Statistics Office, Human Resources Office, and Counseling Office. The Finance Division includes the Planning Section and Property Section. In addition, there are affiliated stations, including the Shezi Station and Xindian Station.

Management Division operations
  1. Execute matters assigned by the director.
  2. Computerization of irrigation administration and engineering management operations.
  3. Irrigation and drainage engineering projects, canal mowing, canal dredging and other projects.
  4. Measuring, planning and design, outsourcing, contracting, supervision, acceptance and final accounts related to irrigation and drainage canal improvement engineering projects, disaster emergency repair, recovery engineering projects and other programs.
  5. Maintaining normal operation of water pumps in water pumping plants and pumping stations, and renting power generators during flood control periods to maintain the normal operation of water pumps in the Shezi area.
  6. Irrigation water distribution, regulation, dispute resolution, canal appropriation enforcement, water quality inspection etc.
  7. Water rights application registration, irrigation land variation investigation, river and public land management and consultations.
  8. Basic level irrigation working group operations.
  9. Assisting in dry farming irrigation promotion, investigation, planning and design.
  10. The workstation collects and generates hydrometeorological and rainfall data.
General Affairs Division operations
  1. Keeping and supervising use of official seals.
  2. Holding advisory committee meetings.
  3. Clerical procurement operations.
  4. Storage, receipt and registration of cash, bills and marketable securities.
  5. Collection and payment of various expenses, and the storage, filling in, collection and issuance of receipts for checks.
  6. Withholding and filling in of various taxes, labor insurance, health insurance premiums etc.
  7. Bank statement verification and inventory storage reporting.
  8. Registration, proofreading, and expediting the dispatch and receipt of official documents.
  9. Purchasing, registration, distribution and printing of office stationery and consumables.
  10. Delivery of official documents, registration, storage and reimbursement of stamps.
  11. Purchasing, registration, numbering, depreciation, scrapping, and auctioning of utensils used inside and outside the office.
  12. Maintenance and management, venue decoration and public relations for conferences, festivals, banquets etc. for scenic spots and Liugong Cemetery.
  13. Vehicle management, repair, dispatch, purchasing, depreciation, scrapping and auction.
  14. Work assigned by the director.
 
Finance Division operations
  1. Planning of fund utilization.
  2. Preparation of annual financial plans.
  3. Improvement, construction and disposal of real estate.
  4. Research reports on the development of emerging operations.
  5. Investigation, measurement, registration and disposal of abandoned canals.
  6. Management, operation, repair and inventory of real estate.
  7. Real estate related certificates, evidence, custody and registration.
  8. Tax related investigations, statistics, financing, exemption and reduction applications.
  9. Cadastral related corrections, measurements, divisions and registrations.
  10. Correction of land readjustment and applications for certificates.
  11. Membership surveys, registration, card printing and roster compilation.
  12. Collection and payment of various rents.
  13. Processing of litigation cases.
  14. Various fees chargeable, real estate rent adjustment and investigation of exemption applications.
  15. Various fees chargeable and authorized procedures.
  16. Investigation, enforcement and litigation of appropriated land.
  17. Estimation and depreciation of real estate value and catalogue compilation.
  18. Process real estate and land property disputes.
  19. Storage of documents and files.
  20. Management of other financial matters related to the office.

Personnel Office operations
  1. Office organization, recruitment and performance appraisal, reward & punishment related matters.
  2. Employee leave and attendance
  3. Management of office personnel data.
  4. Interpretations of associated legal regulations.
  5. Paycheck, bonuses, and employee allowance related matters.
  6. Employee labor insurance, national health insurance, and third-category health insurance related matters.
  7. Planning of cultural and recreational events as well as matters related to the training and further education of staff.
  8. Other assigned items.
 
Accounting Office operations
  1. Compilation of annual budget estimates, budgets, allocated budgets, final accounts and other matters.
  2. Execution and control of budgets, and budget related internal audits.
  3. Maintenance of original receipts, production of accounting receipts, recording of accounting books and compilation of accounting reports.
  4. Supervision of procurement cases, maintenance engineering projects etc.
  5. Verification of cash, marketable securities and bank deposit related matters.
  6. Compilation of statistical reports.
  7. Other accounting related matters.
 
Counseling Office operations
  1. Planning, coordination and implementation of civil service ethics related matters.
  2. Collection of civil service ethics laws, and promotion of legal knowledge.
  3. Collaboration with related units to develop anti-fraud measures.
  4. Promotion and education on legal common knowledge and civil service ethics.
  5. Preventing, uncovering employee corruption, illegal acts and processing reports of corruption.
  6. Proposed rewards and punishments for civil service ethics violations.
  7. Promotion, inspection and education on the maintenance of official confidentiality.
  8. Collection, research and analysis of leaked information and investigation of leaks.
  9. Planning, implementation, coordination and inspection of agency safety maintenance.
  10. Assisting operational units to process appeals and petition cases.
  11. Work assigned by the director and superior operation supervision units.
