The main jurisdiction is located on Shezi Island at the northwest end of Taipei City, at the intersection of Keelung River and Tamsui River. The terrain resembles a triangle with the main local crop being vegetables. The area is about 300 hectares in size. Since the altitude of the area is 0.5 to 3 meters, sea water intrudes at high tide and with farmland flooded it is difficult for farmers to make a living. Cultivated produce was often swallowed up by water overnight. After being placed under the jurisdiction of the office in 1974, the development fund invested up to NT$12,810,000.
- Technical personnel were dispatched to improve water conservancy, raise the height of tidal embankments, build six new drainage pumping stations and three irrigation pumping stations, and plan a Shezi vegetable professional zone.
- Provide professional consultations - planning is based on various development conditions such as meteorology, soil, production volume, sprinkler irrigation etc., with various hardware engineering projects completed in 1978.
In 1978, the office set up a local Shezi Workstation, assigned a station head and staff and planned the Shezi vegetable professional area. Based on overall considerations of local weather, soil properties, production volume, spray irrigation etc., various software and hardware engineering projects were completed. improving the quality of life of Shezi residents.
In the same year, the country's first pipeline irrigation system for farmland was completed, using the most advanced automatic spray irrigation controls and multi-target irrigation management to increase the production efficiency of farmers.
Currently, an automatic constant pressure system is used to promote dry farming and water-saving irrigation, which recycles and regenerates water resources effectively.
In recent years, in order to cooperate with the government's promotion of rural construction, the office has worked with the Hsi Liu Environmental Greening Foundation and the people of Shezi Island to promote local green beautification work, build water-friendly education parks, promote farm tourism, and hold summer parent-child tours to participate in water-friendly events, which successfully turned Shezi Island into a beautiful back garden for Taipei.
